Two guys (possibly police officers) find a wounded “drug dealer” and leave him to die to steal the money his was carrying in a suitcase, in the trunk of the car. They leave a small amount of money in the suitcase, which they then set on fire. Later they discover that the man was an undercover police officer and that he was carrying a hidden voice recorder. So they need to swap the tape in the recorder with another one (I guess it was a blank one). The movie is possibly from the 90s.

Forgot to mention, I get the vibe that one of the guys (good guy) did not want to take the money, but was convinced by the other one (bad guy) to take part in doing that. Another thing that comes to mind, I get a feeling all this described scene happened in a remote location, possible the mountains. One last thing, the team that was investigating everything had already notice that the amount of ashes left over from the burning car/suitcase/money was far less inferior to what should have been, given the expected amount o f money involved in that set up transaction.
