2it looks somewhat like Julia Louise Dreyfus to me but no idea what it is from. But also looks like Jenni Pulos and Kali Rocha though. I’ll keep digging. Do you happen to know the context of the meme?

Oh dear, a picture of purposeful a distorted image. That looks like a shoulder badge, so possibly a cop, firefighter or emt. If we could get the text, we would be able to look for that. "Why can't we..." something something would be my guess. Perhaps somebody else has better chance at decyfring it.
