I saw this weird movie as a kid on german late night TV in the 90’s and I can only remember this one scene.
There was a woman (I think she was wearing a princess-like dress) tied up hanging from her wrists inside some castle dungeon being interrogated by a man.
The man is wearing some ornate robe dress and has a bowl filled with some steaming/fuming liquid he plays with, threatening to pour it over the woman’s bare feet if she does not answer his questions.
The costumes they were wearing might have been Arabian royalty kind of clothes (think Aladdin).
