Late 90'S/Early 2000'S Movie With Streetlamps Going Out In The End. (British Or Irish Film)

I remember the end scene. There is a guy who is talking to us (the audience) and narrating the final segments of the movie and then we see a car driving down a strip of road where the streetlights on both sides are shutting off as the car passes.

I do believe that the streetlight thing happened a few times earlier in the film, but on a smaller scale. The movie was definitely European, but I believe either British or Irish and may have involved drugs.

I believe I rented this movie on DVD. 2000-2005. The movie starts off with a man jumping up onto a bench and moving his hand near a light which flickers when he gets close. There was a big narrative about how short life was and comparing it to days or minutes. “22000 days in your life.” The movie ends with the main character in the back of a car. They show the car driving down the road and all the street lights start turning off as he drives by. I think the main characters had facial piercin…
